CHAMBER OF DEPUTIES
On November 3, 2025, the Chamber of Deputies published “Agreement-First,” which states that: “The Board of Directors of the Commission on Economy, Trade and Competitiveness authorizes the extension to analyze and approve the initiatives described in Annex 1 of this agreement, until the conclusion of the LXVI Legislature.”. This legislature concludes on August 31, 2027.
BACKGROUND
The amendment bill to the General Import and Export Duties Law (GLIED), published on September 9, 2025, as part of the 2026 Economic Package, proposed an update focused on increasing tariffs on products originating from countries which do not have free trade agreements with Mexico.
Tariffs would be increased from the current range of 10–25% to 35–50%, directly impacting strategic sectors such as the textile and apparel industry, steel, plastics, household appliances, toys, furniture, footwear, paper and cardboard, as well as the automotive and auto parts industries.
This bill generated industrial uncertainty, accompanied by objections from the most affected countries, with whom the Mexican government held dialogues and working groups. However, to date, no clear official position has been issued. The recent extension indicates that the analysis and possible approval of these amendments will be postponed until 2027.
