New Guidelines for Visa Issuance in Mexico

July 30, 2025

Through the issuance of these guidelines, the Ministry of Foreign Affairs (“SRE” by its acronym in Spanish) will create digital files, collecting biometric data (i.e., fingerprints, iris scans, and digital signatures), requesting electronic data, and digital certificates from the applicants.

Among the most significant changes is the elimination of the requirement to submit photographs and copies of documents for visa applications at Mexican consulates, and consequently, the issuance of the new electronic visa (“e-visa”).

The e-visa authorizes foreigners, whose nationality is determined by the Mexican State and who intend to enter the country by air, to apply to immigration authorities upon entering Mexico as a visitor without permission to engage in paid activities.

To apply for an e-visa, applicants must be registered in the Ministry of Foreign Affairs’ e-appointment system, complete the fields with personal information, upload the requested documents, make the corresponding payment, and await validation and security assessment by the SRE.

One the permit is granted, the applicant will receive a QR code, which can be printed or downloaded into a mobile device and present to immigration authorities upon arrival.

It’s important to note that even if a foreigner has a visa, it does not guarantee automatic entry to Mexico, as immigration authorities may deny entry.
