Hector Mercado is an associate at Cuesta Campos. He has focused his expertise on regulatory matters and other highly regulated products and is mainly associated with both sanitary and consumer protection requirements and regulations. He is knowledgeable with State’s processes and organization, which has allowed him to successfully interact with different institutions and governmental agencies. Hector has also been involved on the structuring and issuance of legal norms as well as on the strategic communication of different matters.

His expertise involves highly complex regulatory matters, contributing to the design of regulatory strategies aimed to market openings and regulated product’s launches. Hector's professional activity is closely associated with the legal-regulatory support in all stages of the production chain of different companies belonging to the pharmaceutical and consumer sector, ranging from the manufacturing, warehousing, distribution, marketing, importing, exporting, and the development of new products. Consequently, obtaining various authorizations and interacting with different governmental agencies is an everyday activity for Hector.

Hector’s experience includes advising on compliance matters associated with regulatory and sanitary requirements for both facilities and personnel involved in activities with regulated products.

He has contributed to the design of legal strategies aimed to obtain certainty in those areas where there exist regulatory gaps or an unclear criterion.

Hector is experienced in navigating with interested parties through Mexican complex legal framework to contribute to provide clarity and legal certainty for providing new services (e.g., telemedicine) and the launching of innovative products (e.g., health applications) in the Mexican market, as well as for the adoption of business schemes through electronic platforms (e-commerce).
